Performance Reviewers & Coaches

  • Name: Peter Simpson
  • Bio: A few decades ago, in the interests of personal safety, Peter began refereeing instead of playing. Many games and many analytical evaluations later, the coveted B1 was attached to his rugby credentials. Finally realizing he could no longer get out of the way of the players, he retired in 1999. Soon thereafter Don Morrison persuaded him to tackle the USA Rugby Evaluator courses. With that invaluable training a most rewarding field unfolded.

  • Name: David Metcalfe
  • Bio: David Metcalfe was appointed as a National Performance Reviewer in 2007. He came onto USA Rugby's radar in 2001, following twenty years of referee evaluating in England. Currently, David is the Chairman of USA Rugby's National Referee Evaluation Committee.

  • Name: Peter Watson
  • Bio: Peter Watson has been a National Performance Reviewer since 2006. Before that he refereed at the National level (B-1). He is chair of the Laws Committee and is a member of the Selection Committee, the Training Committee and the Evaluation Committee. He has been an IRB licensed Trainer since 2001.

  • Name: Dave Williamson
  • Bio: David enjoys the challenge of coaching, and helping others succeed. He currently coaches local and national rugby referees, high school boys club rugby, and high school writers. David is currently a "reserve" national PR. At the national level, his primarily role is referee coach.

  • Name: Mike Cobb
  • Bio: Mike's positive experience on the refereeing side of the game has been the driving force in his contributions back to the game following his playing and refereeing days. Mike is certified by the IRB as a referee educator and is also certified by the IRB as an international match-citing commissioner.
  • Mike has held every administrative position possible within rugby (both as a player, team coach, referee, and referee administrator). Mike presently is the Technical Director for USA Rugby's match officials. He is also the Atlantic Zone referee manager for USA Rugby, but the driving force for him in rugby is being a National Performance Reviewer for USA Rugby. Working with referees of all levels, but especially the upper level, is Mike's real passion.

  • Name: Paul Rosenzweig
  • Bio: Paul Rosenzweig serves on the National Evaluation Committee of USA Rugby. He has been a National Performance Reviewer since 2007 and an IRB Judicial Officer since 2012. He works as a homeland security consultant and lives in Washington, DC with his wife. He has 7 grandchildren.

  • Name: Mark Koiwai
  • Bio: Mark Koiwai has been a National Performance Reviewer for approximately 10 years, former Chair of the National Evaluators' Committee and Chair of the National Selection Committee. Prior to that, he was the Director of the Mid-Atlantic Rugby Referees, a territorial evaluator, president of Potomac Society of Rugby Football Referees (PSRFR) and a local evaluator. Currently, he is a member of USA National Referees' Training Committee, representing Mid-Atlantic, an IRB Educator, and a local referee coach.

  • Name: Kat Todd
  • Bio: Kat Todd is National Performance Reviewer for USARR and a selector on the USARR Selection Committee as of September 2013. Kat is based in Sacramento, CA and has been performance reviewing since 2006 in both 15s and 7s. Kat is also a selector for the IRB Women's 15s Referee Panel.

  • Name: Jim Russell
  • Bio: Jim Russell has been involved in rugby since 1965, as a player, player coach, administrator, and referee evaluator/coach. He has been an IRB performance reviewer and currently is a USA Rugby performance reviewer. He is also an IRB Judicial Officer and Appellate Officer. As a former second row player, he truly understands the game (unlike the backs).

  • Name: Mike Lyons
  • Bio: Mike took the Level I Coaching Match Officials course in 2009, followed by the USA Rugby National Award Elite Referee Coaching course in 2010. Both courses stressed collaboration between the referee and coach. He has used that training to help local referees in Arizona as well as referees who come from out of area on national assignments and exchanges. He also helps coach referees at major tournaments around the country.

  • Name: Matt Eason
  • Bio: Matthew Eason has been a National Referee Coach since 2008. He also serves as an IRB Judicial and Appellate Officer, and coaches a youth team. While he currently works a litigation attorney, and lives in Sacramento, CA with his wife and two children, he is also regularly asked about his previous occupation as an elephant trainer.

  • Name: Mike Geach
  • Bio: Mike Geach served as a National "A" Panel referee 1996-2000 and has now been a National USA Referee Coach since 2007. He is a VP for a Large General Contractor and lives in Dallas, TX with wife Lynn. He has four children and four grandchildren.
